The City is releasing the draft of the Urban Tree Canopy Program Strategic Implementation Plan for final review. The plan is a long term look at what can be done and how it possibly can be done to maintain and increase the overall tree canopy percentage in the more urbanized areas of Cumberland. The plan examines areas that could potentially see more trees planted and the four approaches that could be taken to increase tree canopy. The four approaches are: public education, citizen volunteer activities, actions that could be taken by the City, and amending existing city codes. Please see the “Urban Trees” web site for a copy of the plan: http://www.ci.cumberland.md.us/new_site/index.php/contents/view/178 If there are any questions or concerns please contact Paul Eriksson, Natural Resources Specialist at 301-759-6607.

If you are a senior citizen 65 years or older, or a younger person with an established disability, and are approved for the WV Homestead Exemption program, you may be eligible for a tax credit. For more information regarding free assistance to receive this tax benefit, please call the WV Aging and Disability Resource Center (ADRC). When calling the ARDC, individuals should have available their Senior Citizens Tax Credit letter from the WV State Tax Department, their Social Security Award Letter and verification of any other sources of income. The Fort Hill High School Scholarship Foundation was established to assist graduating seniors with reaching their full potential to attend the college of their choice.  The Foundation has built a scholarship endowment fund that will generate interest revenues for distribution to deserving college-bound seniors.  In 2009, the Foundation awarded three $1,000 scholarships to graduating seniors.  All donations to the Foundation are tax deductible.  Interested parties can mail a contribution to Fort Hill Scholarship Foundation, Fort Hill High School, 500 Greenway Avenue, Cumberland, MD  21502, or online by visiting the school’s website at www.acps.allconet.org/fo.  For more information on the Fort Hill Scholarship Foundation contact Sandy Martin at 301-777-2570 or via email at Sandra.martin@acps.k12.md.us

Is your child struggling with reading assignments, math homework, or other school subjects? Frostburg State University is now accepting applications for the Read to Succeed program. Read to Succeed is a 100% free tutoring and mentoring program for students in grades K through 8 in all adjacent counties and states. Read to Succeed offers proven reading and math strategies to help your child. Middle school students will also receive higher education preparation help, such as how to form good study habits and time management skills. Mentors are trained volunteers from Frostburg State University’s student community. Read to Succeed operates out of the South Cumberland Library and Frostburg State University’s Lewis J. Ort Library, Monday through Thursday nights from 5:00 to 7:00 pm. Applications are accepted throughout the school year on a first-come, first-serve basis. The Family Crisis Resource Center (FCRC) with the assistance of the 2009 Class of Leadership Allegany! will present the second annual "Dancing with the Local Stars," at Windsor Hall in Cumberland. Last year's event generated nearly $15,000 of revenue that supported services and clients of FCRC. The planning committee is searching for this year’s local stars. Now- April 19th  - A full roster of six classes marks the spring semester of the Ice House School of the Arts youth activities produced by the Morgan Arts Council (MAC) in Berkeley Springs.  Classes are aimed at all ages from five year olds to teens. "We're developing a new concept of progressive art classes that work towards a certification in a particular medium," says Mary Hott, MAC's Executive Director. "This will not prevent any youth from taking only a single class however. Of the three classes that begin in February, two are visual arts with an ecology theme. "We work hard at connecting the arts with environmental concerns," says Hott.  Eco-Focused Watercolor Fun begins on February 16 and extends through March 23.  The class is for five to eight year olds and meets every Tuesday. Taught by Jenny Landis, the class has students using microscopes to observe the natural world including stream life and then teaches them the artistic skills to interpret what they see in watercolors. Friday classes in papermaking taught by Jane Ping begin on February 19 and continue through March 26.  Ping uses recycled materials in making paper and then will use the paper in a printmaking class scheduled for April. Art resulting from both classes will be displayed to parents and public on March 26.Anthony Bellissimo guides the students in Music Video Sessions beginning on February 22 and extending every Monday through April 19. "Our most exciting February class is aimed at teens," says Hott. "The kids will be learning to make a music video using local teen bands -- or they'll be the bands in the videos," says Hott. "We're also inviting adult bands to come and have a video made so we can use the results online as part of MAC's Music Census project. Cameras are available for the students to use if they do not have their own. On April 23, a showcase is planned to broadcast all the videos done in last fall's as well as the spring 2010 class. Acting classes for younger children and teens are scheduled for March. Homeschooled and out-of-district children are welcome in the program. All classes are taught from 3:30 to 5pm at the Ice House and are served by the late bus from appropriate Morgan County schools. Parents are required to pick up their children. March 10, 7:30PM  The FSU Cultural Events Series presents “STREB: Extreme Action Company,” an in-your-face dance experience that combines constant action, daring movement and high energy. Described as the “Flying Wallendas of Dance,” STREB’s conditioned dancers take audiences on a journey of perpetual motion, of constant leaping, bounding and soaring. The brainchild of choreographer Elizabeth Streb, STREB Extreme Action Company brings a mixture of slam dancing, exquisite and amazing human flight and a wild action sport to the stage. March 10th - Local author Roseanna M. White will be at the Washington Street Library on Wednesday, March 10 at 6:00 PM to talk about her novel, A Stray Drop of Blood.  The event will include Roseanna reading an excerpt from the book and discussing the research and development that went into it. Everyone is invited to attend! She will answer any questions about the writing and publication process, plus will provide refreshments that are mentioned in the story to give everyone a taste of Hebrew life during that time period. March 12, 8PM  Windsor Hall at Town Centre hosts a performance by the Deanna Bogart Band. Bogart is a Maryland-based blues and boogie pianist/saxophonist that combines the energy of 1930's style boogie piano blues with contemporary blues sounds emanating from places like New Orleans, Chicago and Memphis. March 12th - Due to recent weather-related school cancelations, PennDOT has extended until March 12 the deadline for high school students to submit entries for its "Drive Safe PA" radio contest. The contest invites high school students to create a 30-second radio public service announcement, or PSA, to remind drivers about the importance of highway safety. High school sophomores, juniors and seniors are invited to create a PSA focused on aggressive driving, buckling up or driving under the influence. The PSA must include the phrase "Drive Safe PA," which PennDOT introduced last year as part of its continued commitment to highway safety. One finalist will be chosen from each of PennDOT’s 11 engineering districts. The winning students will be invited to Harrisburg to have the PSA professionally recorded and then distributed to radio stations in their respective areas. Winning students from each PennDOT district will receive certificates and copies of the finished PSA. Students can submit a completed audio PSA or written script which can be sent via e-mail to RA-penndotpress@state.pa.us or mailed to PennDOT Press Office, c/o Erin Waters, 8th Floor-Keystone Building, 400 North St., Harrisburg, PA, 17120. March 13-27  St. John’s Episcopal Church will feature the exhibition “20 Years, Far Away – Up Close” by digital printmaker Lisa Sheirer, which will be on display in the J. Glenn Beall, Jr. Memorial Hall, located at 52 Broadway Street in Frostburg. The show will feature a variety of prints on paper, glass, and metal, a retrospective of her work of the past twenty years. March 13-21 –The HERA CLIMB4LIFE METRO DC, an ovarian cancer fundraiser benefitting the HERA Women’s Cancer Foundation, is planned for March 13th through the 21st  in the Washington DC area.  According to the American Cancer Society, one in 57 women will be diagnosed with ovarian cancer in her lifetime.  The CLIMB4LIFE event raises funds for research and generates awareness of the disease’s symptoms. March 14 -The high school group of St. Ambrose/SS. Peter & Paul is having their 2nd annual Spaghetti dinner on Sunday, March 14th from 12:30-5:00pm in the hall of St. Ambrose Church.  The cost of the meal will be $7.00 for adults and $5.00 for children under the age of 12.  Take-outs are available.  The dinner will include meatballs, salad, drinks and homemade dessert. March 18 -The Westernport Library’s Demented Book Club will meet at the library on Thursday, March 18 at 3:30PM for a discussion of Year of Wonders by Geraldine Brooks. All adults are invited to join the group. You will be carried back to the year 1665 in Brooks’ historical fiction about the lead mining village of Eyam in Derbyshire. The town is heroic in the way it has decided to face the Bubonic plague that traveled there on flea infested cloth. March 19 -HRDC has announced the new date for the “1960s Dinner/Dance” that was postponed due to inclement weather.  The event will be held at the Cumberland HRDC Senior Center at 125 Virginia Avenue on Friday, March 19th, 5:30 p.m. to 8:30 p.m.  A baked steak dinner will be served and a DJ will provide 1960s music for dancing. Students from area high schools will be dressed in 1960s attire, and will serve as dance contest judges, as well as offering trivia questions for prizes. Tickets previously issued for the event will be honored on March 19th.  If you are interested in learning more about this event, as well as upcoming themed dances at the HRDC Senior Centers, please contact the Cumberland HRDC Senior Center at 301-783-1722 to inquire about ticket availability and upcoming events.  The event is complimentary for those 60 and over, and $5.00 for those under 60. March 20 -The Bedford County Historical Society is hosting a special presentation on Saturday, March 20, at 2:00 pm by Melvin Huston. Mr. Huston will speak about Military Artillery in the U.S. until 1865, with his emphasis being on the artillery of the Civil War. He has an extensive collection of antique military firearms from this period. The presentation is free and open to the public, and refreshments will follow. Donations are welcome. In this one-day class taught by Marty Brown, students will learn rug hooking using the “Locker Hook Rug Making” method at Allegany College of Maryland through CE Community Services. Locker Hook Rug Making is a craft that can be accomplished without a frame, so the rug can be carried anywhere at any time. Students are responsible for class supplies. Bring a brown bag lunch. March 22 -The Frostburg Community Library Book Club invites you to join them for their The House of Mirth/Edith Wharton Celebration with guest speaker Amy Branam, from Frostburg State University. The program will be at the library on Monday, March 22, starting at 2PM.Members will be dressed in the style of the period, around 1905. Period clothing is optional for guests attending. Light refreshments will be served. To marry for love or money? Some women want both. Such is Wharton’s Lily Bart, The House of Mirth central character. Edith Wharton was born into New York’s elite society. Lily wasn’t so blessed; she would have to marry into money, for her to be accepted as a socialite.
 
March 23, 10AM-12PM  A Tuesday Art Class, held in cooperation with Allegany College of Maryland CE Community Services, will begin at the Cumberland Senior Center. New non-senior and senior students are welcome in this “Drawing/Painting” ( Motor Skill Enhancement Through Art)class taught by Donna Housel. Any media goes and students work at their own pace. For the person who is interested in devoting their attention to enhancing their artistic skills, this class will benefit anyone from the beginner to the individual already involved in the creation of art. March 23 & 30, 6-9PM  Kim Rowley instructs the class “Improvisation Skills for the Actor,” an extensive study and practice of the improvisational theatre medium. This two-session class will meet Tuesdays at Allegany College of Maryland. The craft is centered on fast and creative thinking and action within a group performance. Students will be taught dramatic exercises in improvisation for personal development and procedures for leading creative drama in classroom, parish, and other group settings. March 24 -The Washington Street Library has chosen Olive Kitteridge: Fiction by Elizabeth Strout for their March 24 meeting, starting at 6:30PM.  Note the meeting date has been changed from March 17. Everyone’s invited.Many reviewers have picked Olive Kitteridge as the best book of 2008. Coastal Maine is the central backdrop for the 13 stories that revolve around the life of Olive, over the years and throughout the roles she fills, from middle school teacher to grandmother. Memorable interactions between Strout’s characters will make this a book you will want to discuss.
 
March 25 -South Cumberland Library’s Book Group for Adults and Older Teens has selected Unaccustomed Earth by international best-selling author Jhumpa Lahiri for their March 25th book discussion. Everyone’s invited to attend our informal discussion starting at 7:00PM.Lahiri may be best known for her 2000 Pulitzer Prize winning Interpreter of Maladies. Again she has brought together a set of stories. Entwining the tales, she uncovers the lives of members of two Bengali-American families, as they interact while living in America and traveling abroad.
March 25-April 29, 7-9PM  Kim Rowley instructs the class “Dance for Theatre II,” continuation of “Dance for the Theatre I” which focuses on dance technique with application to musical theatre performance. This six-session class will meet Thursdays at Allegany College of Maryland. Students will explore a broad range of dance styles prevalent in American musical theatre today (tap, jazz, ballroom, and period dance). Students will learn an overview of the specific styles of individual prolific choreographers who have influenced dance in musical theatre and film.  Performance training will be enhanced with film viewings of musical theatre. Students learn to perform, observe, and interpret musical theatre dance.  Comfortable clothing and proper shoes are recommended. ***You do NOT need to take Dance for the Theatre I as a pre-requisite. March 27, 9AM-3PM  Learn Primitive Rug Hooking in one day! Join Shelly Martin, award winning primitive rug hooking artist, for this basic one day course in primitive rug hooking while creating a 12 inch X 16 inch mat. The class will be held on the campus of Allegany College of Maryland through CE Community Services. Students will need to bring to class small embroidery scissors, a 12-inch wooden embroidery hoop and a brown bag lunch. April 1st The Frostburg State University Center for Creative Writing announces its first annual One-Act Playwriting Competition to showcase new works. Writers are encouraged to submit their one-act plays (with a running time of 40-minutes or less) to the center by April 1. Entries will be judged on plot, character development, dialogue and overall quality. The first prize winner will receive $750 and production of his or her play at the Frostburg One-Act Playwriting Festival to be held on the FSU campus in September. Second and third prize winners will receive $250 and $100, respectively, and staged readings of their works. April 23rd Men of all ages are invited to join with First Assembly of God located at 210 Maryland Avenue in Westernport, MD for their 3rd Annual Men’s Conference. April 30th Children's book author T.A. Barron believes that today's youth can make a difference in their world.  He created the Barron Prize for Young Heroes, which honors young people from ages 8 to 18  who have planned and carried out extraordinary service activities to benefit their communities and/or the environment. Winners receive $2500 to be applied to their higher education or their service project.The 2010 deadline for nominations is April 30th. Entry packets can be found at www.barronprize.org  
 
May 1st A School Readiness Fair will be held at the County Club mall on May 1 from 11 – 2
 
May 1 -The Allegany County Judy Center, in partnership with HRDC Head Start and Early Head Start, will host a school readiness fair at the Country Club Mall’s center court from 11 a.m. until 2 p.m., in an effort to educate parents on the importance of early childhood educational experiences. Education, health, and community resource professionals will be on hand for the duration of the fair to answer questions parents may have regarding early childhood issues.  Parents will also have the opportunity during the fair to register their children for pre-kindergarten, kindergarten, and Head Start programs. Other events will include children’s games, door prize giveaways, and a special guest appearance by the Kinderman.  John “Kinderman” Taylor is known for his innovations in educating, entertaining, and inspiring children’s imaginations. For more information on the upcoming school readiness fair contact the Judy Center at 301-689-8489 or HRDC Head Start and Early Head Start at 301-783-1730.
